It mandates severe financial penalties should Russia persist in avoiding meaningful negotiations for peace or engage in further military actions that infringe on Ukrainian sovereignty. The bill incorporates a stringent 500 percent tariff on U.S. imports from Russia and any nations buying Russian oil, uranium, or petroleum products.

The sanctions aim at exerting maximum pressure on the Kremlin and its supporters, emphasizing that peace is impossible while Russia continues aggressive actions, and its regime is financially supported by certain countries.

In a joint declaration, the Co-Chairs announced:

“Democracy is strongest when we stand together to defend it. This legislation reflects a unified commitment—Republicans and Democrats, House and Senate—aligned in purpose to defend democracy, uphold national sovereignty, and confront the forces of tyranny that seek to destroy both."

They continued, emphasizing the global implications of Russia's actions against Ukraine, stressing that it challenges core values of self-determination and law. The statement warned of swift and severe consequences should Russia dismiss diplomacy in favor of violence.

Furthermore, the Co-Chairs highlighted:

“These sanctions are not symbolic—they are a demonstration of principles in action. They send a clear message that when democracies are under siege, the United States will respond—not with hesitation, but with purpose."

The statement underscored the importance of a permanent resolution to the conflict, reinforcing the necessity of upholding Ukraine's sovereignty and acknowledging the historical precedents where peace accords were repeatedly violated, resulting in civilian suffering.
