Legislation aiming to promote healthier living and physical activity was introduced today by U.S. Representatives Brian Fitzpatrick, Mike Kelly, and Jimmy Panetta, alongside Senators John Thune and Chris Murphy. The Personal Health Investment Today (PHIT) Act seeks to enable Americans to use pre-tax dollars from Health Savings Accounts (HSAs) and Flexible Spending Accounts (FSAs) for expenses related to fitness. These expenses might include gym memberships, youth sports league fees, and fitness equipment.
The proposed legislation is designed to remove financial hurdles to fitness, thereby shifting the health care system's focus from treatment to prevention, encouraging families, communities, and individuals to adopt healthier lifestyles.
"Preventive health care doesn’t start in the doctor’s office — it starts with daily movement, access to fitness, and the ability to stay active," said Rep. Fitzpatrick. The bill aims to make fitness-related expenses more affordable, thereby promoting long-term health outcomes.
Rep. Kelly expressed the importance of the bill for youth sports, stating, "This bill gives kids, especially those in underserved or low-income communities, a real chance to play the sport of their choice." Rep. Panetta added that the legislation would provide a practical solution for families being forced to cut back on healthy activities due to rising costs. He stated, "By breaking down financial barriers, we can encourage healthier habits, strengthen our communities, and invest in preventive care that lasts a lifetime."
The bill also has support from the National Football League and various fitness organizations. Brendon Plack of the NFL confirmed the league's support, saying the act would make participation in youth sports more accessible and affordable. Todd Smith of the Sports and Fitness Industry Association remarked that the PHIT Act is essential for building healthier communities. Liz Clark, representing the Health and Fitness Association, noted that the act is a straightforward solution to make fitness more affordable.
The YMCA also supports the effort with Jeff Britt highlighting the importance of the legislation in addressing the chronic disease crisis facing the nation.
The PHIT Act represents a bipartisan agreement that preventive measures are essential to building a healthier nation and empowering individuals to take charge of their health.
