Congressman Brian Fitzpatrick has announced a significant federal investment of $900,000 to support the Bucks County Department of Corrections Outmate Program. This funding, part of the FY23 Consolidated Appropriations Act, is aimed at reducing recidivism and enhancing community safety in Pennsylvania's 1st Congressional District.
Fitzpatrick has been active in securing funds through the Community Project Funding Request process for the 118th Congress, which is included in the Fiscal Year 2024 budget. He successfully obtained more than $27.5 million for 14 community projects within his district. Additionally, over $19 million was secured for 13 projects in FY23 and over $6.6 million for 10 projects in FY22.
The Outmate Program addresses rising recidivism rates by providing mental health, medical, and social services to individuals on parole. The program aims to help these individuals overcome challenges and reintegrate into society successfully. "Breaking the cycle of recidivism is one of the most important steps we can take in building safer, stronger communities," stated Congressman Fitzpatrick.
He emphasized that without adequate resources such as mental health care and support services, formerly incarcerated individuals are likely to reoffend. "The Outmate Program is a bold, proactive solution that equips individuals with the tools and support they need to rebuild their lives," he added.
Director David Kratz from the Department of Corrections expressed gratitude for this funding which will aid efforts to divert nonviolent offenders from incarceration and strengthen specialty courts like Veterans Court. "These programs help folks to get back on track and stay on track," said Kratz.
The Outmate Program provides an alternative sanction focusing on nonviolent offenders who struggle with probation or parole conditions. It emphasizes evidence-based practices and interventions designed to address behavioral issues preventing successful reintegration.
Other community projects receiving funding include initiatives for family services, crisis stabilization centers, infrastructure upgrades, economic self-sufficiency programs, health expansions, emergency services, and more across Bucks County.
