Congressional Ukraine Caucus Co-Chairs Representative Brian Fitzpatrick and Representative Mike Quigley have introduced a bipartisan, bicameral bill aimed at providing temporary guest status to Ukrainians in the United States. The Protecting Our Guests During Hostilities in Ukraine Act targets individuals who arrived through the Uniting for Ukraine parole program, allowing them to continue living and working legally until it is safe to return home.
Senators Dick Durbin and Lisa Murkowski have introduced a companion bill in the Senate. Key provisions of the proposed legislation include granting temporary guest status, automatic work authorization, and protections until the State Department deems Ukraine safe for return. The bill includes national security measures, ensuring that all individuals have been vetted and pose no risks.
Representative Fitzpatrick stated, “Three years ago, Vladimir Putin launched an unprovoked invasion of Ukraine—an attack not just on a sovereign nation, but on democracy, global stability, and the very principles of a free world." He emphasized that forcing refugees back would be a "moral and strategic failure."
Representative Quigley criticized the Trump administration's decision to revoke protective status for Ukrainians as "cruel," noting the U.S.'s responsibility to uphold its promises amid ongoing conflict. He expressed pride in co-leading this legislation to ensure Ukrainian refugees can remain until they can safely return home.
The bill has received endorsements from various organizations including Refugee Council USA, HIAS, World Relief, Human Rights First, and others. It underscores America's commitment to taking action against tyranny while supporting those fighting for freedom.
