U.S. lawmakers introduce resolution rejecting Russian claims over Ukrainian territories

On March 15, 2025, Congressman Brian Fitzpatrick, representing Pennsylvania's 1st district, introduced a resolution in Washington D.C. alongside fellow members of the NATO Parliamentary Assembly and a bipartisan group of legislators. This initiative, known as the Russian-Occupied Territory Non-Recognition Resolution, aims to establish a firm U.S. policy stance against Russia’s territorial claims over parts of Ukraine.

The resolution states that the United States will not recognize any Russian claims on Ukrainian territories such as Crimea, Donetsk, Luhansk, Zaporizhzhia, and Kherson. It underscores the U.S.'s commitment to Ukraine's independence and territorial integrity under international law.

Rep. Fitzpatrick emphasized: “The United States must never recognize Russia’s illegal occupation of Ukraine—just as we never recognized the Soviet Union’s annexation of the Baltic states.” He reiterated that borders should not be changed by force and described attempts to legitimize Russia's actions as contrary to international law and democratic values.

Rep. Mike Turner highlighted the importance of supporting Ukraine amid ongoing conflict: "Ukraine’s sovereignty is non-negotiable... America and our allies must remain resolute in defending democracy and the international order."

Adding to this sentiment, Rep. Gerry Connolly stated: “The American commitment to Ukraine and its territorial integrity must be lasting and ironclad... Our resolution sends a clear message that we will stand shoulder-to-shoulder with our friends in Ukraine.”

Since 2014, Russia has been accused of violating international norms by annexing Ukrainian territory through unprovoked aggression. The resolution reinforces that illegal acts cannot create legal rights—a principle known as ex injuria jus non oritur.

Fitzpatrick declared: “We will never allow history to be rewritten through coercion and war,” asserting that supporting Ukraine is crucial for democracy worldwide.

The document asserts that Ukraine's borders established in 1991 are definitive regardless of Russian military occupation or political maneuvers. It rejects any U.S. policy implying recognition of Russian claims and calls for accountability from Russia under international law.

Fitzpatrick remarked on America's role: “This is about Peace Through Strength... America must always stand against tyranny and stand for freedom.”

Discussions at recent security conferences informed this resolution. During these events, Fitzpatrick met with Ukrainian President Volodymyr Zelenskyy to reinforce U.S. support for Ukrainian sovereignty.

With his background in intelligence and national security roles—including serving on the House Permanent Select Committee on Intelligence—Fitzpatrick remains an advocate for ensuring stability globally while maintaining strong support for Ukraine.
