Hogan, Tomlinson, and Farry Unveil Legislation to Expand DNA Samples in PA Criminal Justice System

Reps. Joe Hogan, KC Tomlinson, and Sen. Frank Farry have come together to introduce legislation aimed at expanding the collection of DNA samples in Pennsylvania's criminal justice system. The proposed bill would require post-arrest testing of anyone charged with a felony or certain misdemeanors, effectively increasing the number of DNA samples in the system. Currently, only samples from those convicted of felonies and serious sexual offenses are collected.

During a press conference, Hogan emphasized the importance of this legislation in identifying and convicting frequent criminal offenders, particularly violent predators. He also acknowledged the significance of closing the homicide loophole, which prevents the collection of DNA samples from those convicted of criminal homicides. By solving cold case murders and crimes, this expansion of DNA collection could bring closure to families who have long sought justice.

Ashley Spence, founder of the DNA Justice Project and a rape survivor, joined the lawmakers in support of the bill. Spence shared her personal story of surviving a violent assault and rape, which was only resolved years later when a DNA match was found. She highlighted the crucial role that post-arrest DNA testing plays in identifying and apprehending perpetrators, preventing them from further victimizing innocent people.

Tomlinson expressed her admiration for Spence's bravery and stressed the importance of the bill in keeping violent offenders off the streets and out of communities. She emphasized that this legislation would not only provide a key tool for law enforcement but also ensure that there is no question of someone's innocence or guilt.

Farry commended Spence for her advocacy and stressed the goal of ensuring the safety of communities. He emphasized that the proposed legislation not only aids in convicting more criminals but also prevents innocent people from being wrongly convicted.

This legislation, if passed, would bring Pennsylvania in line with the nineteen other states that already collect post-arrest DNA samples. It represents a significant step forward in utilizing DNA technology as a powerful tool in solving crimes and bringing justice to victims and their families.
