Fitzpatrick, DeLauro Introduce Bipartisan Bill Expanding Access to Mental Health Services in Schools

WASHINGTON, DC – U.S. Representatives Brian Fitzpatrick (PA-1) Rosa DeLauro (CT-3), and Jahana Hayes (CT-5) have introduced the bipartisan Expanding Access to Mental Health Services in Schools Act. This legislation aims to address the urgent need for mental health professionals in schools.

The bill has received endorsements from the National Association of School Psychologists (NASP) and the American Psychological Association (APA). According to Congressman Fitzpatrick, the current number of mental health professionals in schools is insufficient to provide comprehensive care to students. He believes that this legislation will help tackle the mental health crisis in the nation.

Congresswoman DeLauro was inspired to create the School Based Mental Health Services Grants program after numerous conversations with parents, educators, and district leaders in Connecticut. They highlighted the urgent need for additional mental health professionals in schools. The program received a $500 million investment over the next five years under the Bipartisan Safer Communities Act to expand its reach. Congresswoman DeLauro is proud to introduce the Expanding Access to Mental Health Services in Schools Act to further the goal of ensuring every child attends a school with a qualified mental health professional.

Congresswoman Hayes emphasizes the importance of easy access to child-centered and trauma-informed mental health services for children in the Fifth District and across the nation. She believes that having qualified health professionals readily available in schools improves academic outcomes and plays a key role in development. The funding from the Expanding Access to Mental Health Services in Schools Act would significantly increase the number of mental health professionals in schools, enabling them to address crises and provide preventive care.

NASP President Dr. Andrea Clyne highlights the critical shortage of school psychologists and the limited access to mental health services for students. Dr. Clyne believes that the bill is an important step toward ensuring that all students can receive the mental and behavioral health supports they need to thrive.

The American Psychological Association also supports the bill, as it would help under-resourced schools hire and retain more school-based mental health providers, including psychologists. APA CEO Arthur C. Evans Jr., PhD, commends Congresswoman DeLauro for her dedication to the health, well-being, and education of children.

Under the School Based Mental Health Services Grants program, school districts and states will receive awards to increase the number of mental health professionals, including school counselors, social workers, psychologists, or other qualified individuals who can provide school-based mental health services.

The introduction of the Expanding Access to Mental Health Services in Schools Act is a significant step toward addressing the shortage of mental health professionals in schools and ensuring that students have the support they need. The bill aims to improve the mental and behavioral health of students, ultimately leading to better academic outcomes and overall well-being.
