Rep. Joe Hogan announced on Mar. 10 that he plans to reintroduce legislation aimed at protecting Pennsylvanians from potentially predatory sales tactics used by some utility suppliers.
The proposed legislation would amend the Public Utility Code, requiring electric and natural gas distribution companies to maintain a “Do-Not-Switch List” of accounts. This list would allow account holders, or those with power of attorney for them, to request their names be added, preventing unauthorized switching of suppliers—sometimes called “slamming.” The process would be overseen by the Public Utility Commission.
Hogan said, “When I introduced similar legislation in 2024, my hope was we would see quick action on an issue that directly effects vulnerable members of our community and would be an easy fix for the Legislature. While it did not see movement then, I am reintroducing this legislation now to continue to advocate for protection from predatory tactics regarding our energy bills.”
The bill is currently awaiting assignment of a bill number and committee review.
Observers will watch whether this renewed effort gains traction in the legislature as concerns about consumer protections in utility markets continue.
