Rep. Joe Hogan of Bucks County has announced plans to introduce legislation that would give second-class townships in Pennsylvania the option to create a rebate program for stormwater fees charged to homeowners. The proposed measure is aimed at providing relief to residents, particularly seniors and individuals on fixed incomes, who have expressed concerns about the financial burden of these municipal fees.
“My office has received numerous calls and emails from seniors and other individuals on fixed incomes that the fees charged by a municipality for stormwater are burdensome,” said Hogan.
The legislation would not require municipalities to establish such programs but would allow each township to set its own criteria for qualification if it chooses to adopt one. Lower Southampton, Middletown, and Northampton are among the second-class townships that could be affected by this proposal.
“Many school districts do this for the property taxes they levy, townships should have the authority to do the same with stormwater fees. This is about making it more affordable to stay in the community you love,” Hogan added.
The bill is currently awaiting official introduction.
