Fitzpatrick leads bipartisan intelligence delegation through South Asia amid shifting regional dynamics

Congressman Brian Fitzpatrick, who represents Pennsylvania’s 1st district in the U.S. Congress, recently returned from a two-week intelligence mission to South Asia. Fitzpatrick, Chairman of the CIA Subcommittee on the House Permanent Select Committee on Intelligence and member of the NATO Parliamentary Assembly, was joined by Congresswoman Chrissy Houlahan (PA-06), also a member of the House Intelligence Committee.

The delegation visited India, Nepal, and Pakistan to advance U.S. intelligence priorities and strengthen alliances in the region. Their agenda included meetings with senior foreign leaders and oversight of U.S. embassy operations.

In India, Fitzpatrick met with the Foreign Minister and National Security Advisors for strategic discussions and led oversight at the U.S. Embassy in New Delhi. He also met with Marine Security Guards and visited the BAPS Swaminarayan Sanstha, an institution connected to communities in Bucks and Montgomery counties.

Following these engagements, Indian refiners have indicated plans to reduce imports of Russian oil. This move is seen as impacting Russia’s ability to finance its war in Ukraine.

While in Nepal’s capital Kathmandu, Fitzpatrick held meetings with U.S. Embassy leadership aimed at strengthening operational oversight and bilateral cooperation.

In Islamabad, Pakistan, Fitzpatrick met with U.S. Embassy officials as well as representatives from partner nations including the United Kingdom, Australia, and Ukraine. Discussions focused on counterterrorism coordination and security cooperation.

Fitzpatrick stated: “This mission advanced critical U.S. priorities: cutting off Russia’s war financing, strengthening intelligence partnerships, and grounding our leadership in the values we represent at home.

In India, our direct engagement helped catalyze early signals that the government will reduce its imports of Russian oil—a meaningful step toward weakening Moscow’s capacity for aggression and aligning our partners with the cause of freedom. And in Kathmandu and Islamabad, we advanced counterterrorism and regional security cooperation while reinforcing the oversight and accountability that sustain America’s credibility on the world stage.

But what gave this mission its deepest meaning, was my visit to the BAPS Swaminarayan Sanstha. It reminded me that our work abroad is never separate from the values we stand for at home. Pennsylvania’s First District is the only district in the nation with three BAPS temples, our community shares a special bond with this global institution, and I was humbled to witness its extraordinary service and spiritual leadership firsthand.

As global challenges grow more complex, so must our response. I will continue driving bipartisan leadership and strategic solutions to deliver meaningful oversight, uphold democratic values, and ensure America’s leadership remains principled, effective, and enduring in every corner of the world.”

Congresswoman Houlahan commented before departure: “As members of the Intelligence Committee, traveling and speaking to leaders across the world and to Americans stationed abroad is both a privilege and a key part of our jobs,” said Rep. Houlahan. “I am proud to join my colleague from Pennsylvania, Rep. Fitzpatrick, in visiting both India and Pakistan this week. Our trip comes at a particularly important moment not only in our relationship with the region but also as both countries are currently experiencing devastating flooding and working to maintain their ceasefire agreement from earlier this year. I look forward to bringing what we learn back to Washington and to Chester and Berks Counties.”

Fitzpatrick has served Pennsylvania’s 1st District since 2017 after replacing Mike Fitzpatrick that year (https://fitzpatrick.house.gov/about). Before joining Congress he served for 14 years as an FBI Special Agent specializing in national security roles such as counterterrorism; he deployed during Operation Iraqi Freedom alongside U.S Special Forces.
