Congressman Brian Fitzpatrick today introduced the Pell Grant Flexibility Act, a bipartisan bill alongside Congressman Joe Morelle. This legislative effort is aimed at ensuring students with disabilities receive the necessary financial support to pursue higher education without facing penalties when they take reduced course loads.

The bill seeks to provide greater flexibility within the Pell Grant program, permitting these students to pursue education at a pace that suits their individual needs without risking financial aid loss. Adjustments to semester limits and award calculations are also proposed to promote equitable access to federal financial aid.

Rep. Fitzpatrick emphasized the need to “eliminate structural barriers that prevent students with disabilities from accessing the support they need to succeed.” By aligning Pell Grant rules to reflect the realities faced by these students, he aims to provide them the freedom to continue their education without losing vital financial aid.

Rep. Morelle highlighted that “nearly 1 in 5 undergraduate students lives with a disability—and too many are forced to leave school because of financial roadblocks.” He expressed pride in the bipartisan effort to make college more accessible.

Stephan J. Smith, CEO of the Association on Higher Education and Disability, expressed support, noting that flexibility in Pell Grants can offer students with disabilities the chance to attend college at a pace conducive to their success without the fear of reducing or losing funding.

Pell Grants are the largest source of federal aid for college students, but current rules require a full course load for maximum awards. This often disadvantages students with disabilities who take fewer credits for health reasons, resulting in reduced financial aid while their costs remain unchanged.

Statistics show that 25% of students with disabilities leave college after their first year, nearly double the rate of their peers. The proposed legislation would allow these students to receive full awards based on their individualized needs, extend eligibility timelines where necessary, and access essential support without sacrificing their health.
