Congressman Brian Fitzpatrick of Pennsylvania’s 1st District, along with Representatives Marcy Kaptur, Mike Quigley, and Joe Wilson, issued a statement condemning recent Russian military actions in Poland and Ukraine. The Congressional Ukraine Caucus responded to what they described as unprecedented Russian drone incursions into Polish airspace and the largest coordinated attacks on Kyiv since the start of Russia’s full-scale invasion.
“We unequivocally condemn Russia’s reckless and illegal violation of Polish airspace and its ongoing brutal and illegal attacks on Ukraine. On September 10, 2025, Russia launched a massive drone incursion deep into Polish territory—an unprecedented escalation that directly threatens Poland’s security and the stability of the entire NATO alliance. Just days earlier, on September 7, Russia carried out its largest aerial assault since the full-scale invasion began, unleashing over 800 drones and missiles, striking Ukraine’s Cabinet of Ministers building and killing civilians, including a mother and her infant. These coordinated attacks mark a dangerous new chapter in the conflict and demand a unified and decisive response.”
The statement emphasized that the Russian incursion is not only an escalation but also challenges NATO’s collective defense commitments under Article 5. The lawmakers warned that if such provocations are not addressed, they could normalize attacks on NATO territory and increase risks for allies across Europe.
“Russia’s incursion into Polish airspace is not only a reckless escalation—it is a direct challenge to NATO’s Article 5 commitment, the bedrock of our collective defense. If left unanswered, these provocations risk normalizing attacks on NATO territory and emboldening further aggression against our allies. Each provocation also ripples far beyond the battlefield, threatening Europe’s energy security and economic stability, underscoring the urgent need for coordinated resilience measures.”
Fitzpatrick has represented Pennsylvania’s 1st District in Congress since 2017 after succeeding Mike Fitzpatrick. He was born in Philadelphia in 1973 and currently resides in Levittown.
The caucus called for stronger sanctions against Russia, accelerated delivery of air defense systems to Ukraine, increased military aid and humanitarian assistance for Ukrainians, as well as enhanced coordination within NATO to bolster Eastern European security.

The statement concluded by reaffirming U.S. commitment to defending democracy alongside its allies.
