Fitzpatrick, Kilmer Introduce Bipartisan, Bicameral Legislation to Fix America’s Election Watchdog

U.S. Representatives Brian Fitzpatrick and Derek Kilmer, along with U.S. Senator Chris Van Hollen, have introduced the bipartisan Restoring Integrity to America’s Elections Act. This legislation aims to reform the Federal Elections Commission (FEC) to enhance its ability to oversee and enforce campaign finance laws.

Rep. Fitzpatrick emphasized the importance of restoring faith in electoral institutions, stating, “In order for our democracy to function, voters must be able to have confidence in our electoral institutions.” He expressed pride in leading the transparency initiative alongside bipartisan colleagues.

Rep. Kilmer highlighted the need for meaningful reforms at the FEC, stating, “This bill is about getting the referee back on the field. Meaningful, substantial reforms at the Commission need to happen to get back to weeding out campaign finance abuse and holding those who break the rules accountable.”

Sen. Van Hollen underscored the significance of strengthening the FEC's enforcement capabilities, noting, “By strengthening the FEC’s ability to enforce our campaign finance laws, this legislation will help return more political power to the American people – where it belongs.”

The Restoring Integrity to America’s Elections Act proposes reducing the number of FEC commissioners from six to five, with a balanced representation of two from each major party and one independent. Additionally, the Act introduces a Blue-Ribbon Advisory Panel, led by the president, to suggest nominees for the Commission.

Craig Holman, Ph.D., from Public Citizen, commented on the current state of the FEC, stating, “Divided evenly along party lines, the FEC usually deadlocks on major issues, leaving the campaign finance laws largely unenforced.” Holman emphasized the importance of breaking the partisan gridlock at the FEC to ensure fair and nonpartisan enforcement of campaign finance laws.

The bipartisan effort seeks to address the challenges facing the FEC and improve its effectiveness in overseeing campaign finance regulations, ultimately aiming to uphold the integrity of America’s electoral process.
